Noelle Palmer has been with the Cope Crisis team for ten years, providing emergency mobile response and Stabilization therapy. Bringing her experience as an adoptive mother to provide foster adoptive competent crisis support to our families formed through foster or adoption. Noelle received her Certification in PACC (Permanency Adoption Competency Certificate).
